When entering data by paper form

I am starting data entry and had a question. When I open my project it prompts me to chose the input file, and then the estimate database. Is the estimate database the report file that is created when you start the project?

Hello,
I believe you are referring to the Report Database that is specified when originally creating the project. This database houses all non-field data, identifiers and conversions that are used in conjunction with the output from the Eco model to create your project reports.
