Recording plot data

In a plot-based i-Tree Eco survey focused on parks and reserves, we sometimes cannot access or see the entire 0.04 ha plot, especially where part of the plot falls on private, fenced property. Should ground cover be recorded as a percentage of the full plot area, or only the accessible/observable portion?
Additionally, some plots have centres within parks but overlap with other land uses (e.g., residential areas or roads). For such plots, what land use should be assigned in i-Tree Eco—should it be based on the plot centre (parks), or the majority land use within the plot?
