Is there a document or metadata source for these lists that can be downloaded from somewhere?

Also, where can one find the data dictionary for the Tree Type codes and the SppValue Assignment codes?

STRATUM Species codes by climate zones

There is a database file that may have the information that you are looking for regarding the species list by STRATUM climate zones. I have attached the file in this post but it can also be accessed from your desktop assuming that you have a standard i-Tree installation at C:\Program Files\i-Tree\STRATUM Species Database.mdb
