Why does the individual benefit summary CSV export have odd characters for values in an international Eco project?

I am an international Eco user and the individual benefit summary CSV export has characters in values that aren't understandable. Can this be converted.

The CSV produced by Eco exporting is encoded in UTF-8 and Excel only interprets ASCII by default. To correctly import the data into Excel, users must follow the directions outlined here:

International users may be familiar with this issue as the ASCII character set is limited to 128 characters and primarily only includes US characters.
