The submittal of SDAP derived data to your State (or the District of Columbia in our case) is not to derive reimbursement from FEMA but to elucidate the scale of damage so that a disaster can be declared?

I am also concerned about the 30 segment sample size. Is there an example of a city that has used the SDAP pre-storm sampling approach (followed by post storm of course) and recieved reimbursement from FEMA? As for point three below.
